Turbogenerators for the organic Rankine cycle are available all the way down to 5 kw of power output.

These tiny turbogenerators are of course relatively expensive, but not prohibitive at sites where space is limited and where energy costs are already high.
The quantity of water and size of the heat exchangers required means that the remainder of the technology is entirely affordable.
All the more so with additional heat.

OTEC at this scale can use relatively low diameter off-the-shelf hoses or work with existing SWAC pipe installations.
The same process can provide 24-7 air conditioning, fertilise the ocean and offset Co2.
